Markings:	Black bands around his elbows. White socks on back feet. Thin tail.
Circumstances:	This cat has been seen in the area since the beginning of the year, but he looked healthier back then. Recently he is looking much thinner and is very hungry. We have been feeding him. We own a Halo microchip scanner but we haven't found a chip on him.
Other info:	Quite a large head but his body is thin.
